Demordaunt: It’s important to go back to why we are hear. (He had a hand-out given to the legislators.) Starts with the "state flexibility" in Obamacare. I don’t see any flexibility in what the secretary is assigned to do. It’s "Yes, ’em" only from the states. It would be wise to consult with the states. They are telling us what the store front will look like, and what paint to use. The language of the bill uses "Exchange" not "State Exchange." After a page and a half, there is no state flexibility. Type in "each state shall." These are not options. We are just the middleman and the bank for the Federal Government. The software interfaces have great complexities.
